You're right. At the moment, we apply an AND connection in case of several selected workspace categories. There is already another suggestion in our community to change that to an OR connection in order to give you the possibility to broaden your search/results. That's why I'm gonna merge your suggestion into that one.

Then, your suggestion might be something like: Hide the filter options of the colleagues list concerning following if following is disabled for users.
If I get you right, you’re looking for a way to disable the follow function for certain (or all?) users and are expecting the follow-CTAs in the colleagues list to disappear accordingly.
Luckily, that’s already possible. The follow function can be configured via the admin interface > user management > edit role. If you uncheck the function for a certain role, it will be disabled for all users connected to that role and the follow-CTAs in the colleague list won’t appear for them. I just tested this successfully.

we still acknowledge the problem. However, we felt like sharing a new function, which might be a handy workaround for you:
From version 14.x on posts have a new item in the context menu "Copy link". The post-link can than be pasted in any private conversation or to your external tools.
Consider, sharing the link will not automatically grant access rights to the recipient.
